Below you will find all the applications, forms and checklists necessary for your specific land use development entitlement needs.

All application, documents, plans and associated fees are submitted online through the Online Services Portal.  

You will also be able to submit revised plans, submit for and track reviews for civil construction drawings; request roundtable (pre-app) meetings, submit for an advance review of your traffic impact studies, and apply for other miscellaneous types of land use approvals, such as temporary use permits, mobile food units, home occupations, and transient vendor permits.

LAND USE APPLICATION SUBMITTAL PROCESS

Application and document Submittal:  All applications, required documents and plans shall be submitted through the online portal.  NOTE:  The software provider recommends utilizing Google Chrome.  If you have any issues uploading documents on the portal, please contact the support line at 1-800-325-9818.  Application fees may also be paid for through the online portal.   

All plans and documents shall be labeled according to the City of Caldwell Planning and Zoning Document Naming Schematic.

Revised Plans or Document Submissions:  All revised plans shall be re-submitted through the online portal by going to your application and clicking on it, then hitting the "upload documents" button.  NOTE:  The software provider recommends utilizing Google Chrome.  If you have any issues uploading documents on the portal, please contact the support line at 1-800-325-9818.   

All plans and documents shall be labeled according to the City of Caldwell Planning and Zoning Document Naming Schematic.

Application Prescreening:  Once your application and required documents have been submitted, submittals will go through an initial pre-screening process to check to ensure all required documents as listed on the checklists have been completed in their entirety and that all documents and plans are in a high-quality legible format.  An application submission WILL NOT be considered accepted and date stamped until it has completed the pre-screening process.

Scheduling Initial Hearing Dates:  The date of acceptance of an application is the date used to meet hearing deadlines for scheduling the initial TENTATIVE public hearing date.   PLEASE NOTE:  Hearing dates ARE NOT GUARANTEED AND ARE SUBJECT TO CHANGE OR DELAY based on the following:

  • Current application backlog
  • Number of hearings already scheduled for a particular date (only 2-3 hearings are scheduled per meeting)
  • Outstanding redlines or correction items
  • A land use application that was continued to a future hearing date (this may cause your application to get bumped out further)

All of the applications listed below shall be submitted through the Online Application System. Applicants can also pay fees, view their application status and hearing dates, and request planning and zoning inspections.  Please make sure that you have all needed documents for the application available in an electronic "high resolution" pdf format.    Most all applications and requests are associated with a fee.

Administrative Development Review
This application is used for:

  • Review of site plans and/or landscape plans not associated with another land use application or building permit.
  • Review of changes to a previously approved site plan or landscape plan for an already approved project.
  • Review of projects requiring administrative development review in accordance with the land use schedules or specific use provisions of Caldwell City Code.

Administrative Determination
This application is used for a formal determination by the Director specifically interpreting zoning and/or land use regulations.

This is for non-subdivisions and developments where no engineering improvements are required.  For subdivisions where curb, gutter and sidewalk are required, bonding will be done through Engineering for landscaping items as well.

Civil Construction Drawing Submission

NOTE:  Submission for review and approval of civil construction drawings utilizes two (2) separate Online Application & Review Systems (Citizenserve for submission of general information, application, and checklists), and (ProjectDox for submission of all drawings, plans and other documents). 

Please DO NOT upload any drawings to Citizenserve on this portal.  ALL drawings must be uploaded via ProjectDox at https://projectdox.cityofcaldwell.org/ProjectDox/
